Under the proposals, parishes could refuse liberal bishops entry to their churches and instead invite in like-minded evangelical bishops, possibly from Africa or Asia. The bishop arrived in Washington on Friday to receive an award from the Human Rights Campaign, a homosexual-rights lobby based in the District.
