The House of Bishops will meet next month and the College of Bishops the following month to consider the Report and decide how such a process might best be shaped.

Shand said the question was raised "What exactly is a diocese?" and concluded by saying that a Provisional Bishop would not be locked into doing things the same old way. "Perhaps new times require new and creative approaches," he said.

Shand hinted that financial concerns drove his decision and said the Standing Committee and diocesan Council would "work together to begin the process for the fiscal aspects of diocesan life."
